Thousands are expected to flock to Melbourne's CBD today to celebrate Tour de France
champion CADEL EVANS' historic victory.

EVANS became the first Australian to win the world's most prestigious cycling race last month.

The 34-year-old will cycle 250 metres along St Kilda Rd from the National Gallery of
Victoria to Federation Square, where he'll take to the stage to address his fans.

EVANS has told reporters he was humbled by the level of support for his achievement at home.

NORMANTON, Qld, April 15 AAP - Queensland Premier Anna Bligh has visited the Gulf of
Carpentaria to hear the problems of mayors only just beginning their flood recovery after
the summer monsoon.

Ms Bligh and the head of the Queensland Reconstruction Authority, Major General Mick
Slater on Friday visited Normanton, where a vital freight road to Kurumba reopened only
three days ago.

The prawning town was cut off for 14 weeks after floods that began in December submerged
the only road to Normantown under metres of water.

With trucks unable to get through, tinnies and barges were used to take food to Kurumba
and prawns the opposite direction.

Ms Bligh said the damage bill for the road was $25 million and the meeting was being
held to discuss issues such as how to rebuild roads better so they stood less chance of
going under in the wet season.

"As other parts of Queensland are really getting moving with the reconstruction, it's
important to remember that here in the Gulf country they're still in the early part of
recovery," the premier told reporters as she viewed the damage before the meeting.

As well as roads, mayors used the gathering to raise issues including government red
tape and the frustration of infrequent flights in and out of isolated towns during the
wet season.

They complained of infrequent weekly flights and full planes that made it difficult
for them to conduct business when roads were cut.

Carpentaria Shire Council mayor Fred Pascoe said towns were isolated for longer this
year than in the previous 2009 floods, creating problems with transporting food and workers
into communities as the recovery got under way.

"We had major problems with getting product out and also getting resources in, as in
people, into those places so the fishing companies can get their boats done and gear ready
to go out," Mr Pascoe said.

Ms Bligh promised to take up the issue with carrier SkyTrans, which is subsidised by
the state government.

Mr Pascoe also complained of the lack of river gauges to warn communities of the size
of the annual approaching flood.

"Our catchment area is in the hundreds of thousands of square kilometres," he said.

"We need that type of infrastructure so we know how much water is coming, firstly,
and then we can plan for when it gets here.

"We don't have that. We fly a lot in the dark."

He said he hoped Ms Bligh would act on the community's concerns.

"There's nothing better than getting them up here walking, talking, feeling it," he said.

VIC:Police hunt for man with tomahawk

MELBOURNE, Dec 29 AAP - Police are searching for a blood-covered tomahawk-wielding
man seen roaming around the Southbank area near Melbourne's CBD.

The man is believed to have been involved in a brawl with several other people early
on Wednesday.

A police spokeswoman said police had received reports before 7am (AEDT) of a man carrying
a tomahawk and possibly covered in blood walking around Southbank at the Power Street
and Kavanagh Street intersection.

Police were looking for the man around the South Wharf area near the Yarra River, she told AAP.

Vietnam veterans say they're pleased the issue of spending on defence and veteran support
hasn't become a political football in the federal election campaign.

Around 300 veterans of the war in Vietnam marched through Brisbane's CBD today before
the annual service commemorating the Battle of Long Tan .. the largest single conflict
in which Australians were involved in the Vietnam War.

Guest speaker FRANK BENFIELD .. who served in Vietnam in 1970 and 1971 .. says Australia
currently spends 26 billion dollars a year on defence and 12 billion on veterans.

Mr BENFIELD says the absence of debate on the issue during the election campaign shows
the Australian public recognises the importance of such spending.

NSW: P-plater charged under Skye's law on Central Coast: police.

A P-plater's been charged under new laws aimed at clamping down on drivers who evade
police chases.

Police say he refused to pull over after they spotted him performing a burnout on the
Pacific Highway at Long Jetty .. on the NSW Central Coast .. last night.

They say they chased the 27-year-old through several suburbs before his vehicle collided
with a gutter.

The man was breath-tested and returned a positive alcohol reading of 0.220.

He'll appear at Gosford Local Court today.

He's one of several people charged under the newly created Skye's law .. named after
toddler SKYE SASSINE .. who was killed during a police pursuit on New Year's Eve.

Aboriginal Social Justice Commissioner TOM CALMA has handed in his final report on
a replacement body for ATSIC.

Mr CALMA's report suggests the body should comprise an eight-member national executive
.. a 128 seat national congress and an ethics council to ensure its members are all fit
and proper persons.

The new body .. which hasn't been given a name yet .. will be independent of government
and operate as a registered company.

He's hoping the first congress will be convened by October next year.

Climate Change Minister PENNY WONG says reducing carbon emissions is just like getting
fit .. it won't happen unless you have a plan to get there.

The government's climate adviser Professor ROSS GARNAUT has told a Senate hearing it
might be best to dump the proposed carbon reduction scheme and have another crack at it
later.

But Senator WONG's told Network Ten the nation needs a plan to reduce emissions ..

and she's urged parliamentarians to support Labor's election commitment to have a scheme
up and running by next year.

She's also urged Opposition leader MALCOLM TURNBULL to put his side's policy on the table.

A man who spent an hour and a half in icy waters off Adelaide to escape police is suffering
from hypothermia.

Officers had stopped a car at the West Beach boat ramp .. west of the CBD and attempted
to arrest two men .. after discovering a large knife .. when one ran off and escaped by
plunging into the icy water.

The 45 year-old was found 90 minutes later following a short search.

He was taken to Flinders Medical Centre suffering hypothermia and is expected to be
charged when released later today.

His 37 year-old friend has already been charged.

The Electoral Commission of Queensland has begun an information campaign to explain
the voting process for next month's local government elections.

The March 15 poll will mark the first time the electoral commission will conduct elections
for all councils across the state.

Previously only Brisbane City Council elections were run by the independent commission.

Electoral commissioner DAVID KERSLAKE says the commission's begun the massive task
of writing to each Queensland voter.

About two thousand candidates are expected to stand for office in Queensland's 73 councils.

Retailers say they're unhappy with KEVIN RUDD's proposed new industrial relations arrangements
for low paid workers.

Labor intends to tear up the current AWA's.

It'll remove awards for workers on over 100-thousand dollars a year .. who'll be able
to negotiate their own employment arrangements.

Workers earning less will either be protected by an award .. or covered by Labor's
safety net which guarantees minimum standards of employment.

BRISBANE, April 14 AAP - A diabetic Sunshine Coast teenager missing since early yesterday
has been found safe and well.

Thirteen-year-old Hannah Andreski was found near Beerwah just before 1pm (AEST) today.

The girl was identified after entering a chemist to buy diabetes medication.

She had last been seen by her mother at her Mooloolah home about 9.30am (AEST) yesterday.

She has been transported to Nambour Hospital for a precautionary medical examination.

Vic: Firefighters work to protect towns from fires

Thousands of firefighters are consolidating fire breaks and containment lines in Victoria
today .. ahead of extreme weather tomorrow.

Department of Sustainability and Environment spokesman KEVIN MONK says the bushfires
have now burned out 408 thousand hectares .. the largest being the Alpine and Gippsland
fires that merged yesterday.

Mr MONK says townships south of the fires will be under threat when conditions deteriorate
tomorrow .. with private properties in the Gippsland plains most at risk.

He says a lot of work's being done to give these towns some protection.





Meanwhile Glencairn in the state's north-east remains on high alert today as the Mt
Terrible bushfire bears down on it.

It's expected to come under ember attack in the next 24 hours.

And an alpine lodge at Mount Buffalo Resort has been destroyed by a separate outbreak.

Fed: Turnbull gets another pasting for rates comments

CANBERRA, Aug 8 AAP - Millionaire MP Malcolm Turnbull has received another pasting
for saying the latest interest rate rise was "over dramatised".

Labor MPs today renewed their attack on the former merchant banker, but his backbench
colleagues said the Sydney MP and parliamentary secretary to the prime minister had been
misinterpreted.

Mr Turnbull, whose seat of Wentworth takes in some of Sydney's wealthiest suburbs,
has also said soaring petrol prices were not a talking point with his constituents.

Labor has seized on the comments, branding Mr Turnbull out of touch.

Opposition backbencher Peter Garrett, whose seat of Kingsford Smith borders Wentworth,
said Mr Turnbull had failed to tap into the concerns of voters.

"Aussies wake up in the morning and try and figure out how they're going to get through
the day, how they're going to pay their bills," Mr Garrett said.

"They would have seen Malcolm Turnbull's comments and thought, well, he's not responding
and living the kind of life I am, and I think to that extent it just demonstrates that
Mr Turnbull's out of the touch with most of the electorate including the people of Kingsford
Smith."

Other Liberal MPs including Jackie Kelly and Louise Markus have said interest rates
were not the big issue for their constituents.

Western Sydney Labor MP Chris Bowen branded those comments arrogant.

"For any MP to say that they haven't been contacted about interest rates from their
constituency shows that they're either out of touch or unbelievably arrogant," he said.

"And they should apologise today to people in their electorates who are paying increased
interest rates."

Queensland Labor backbencher Bernie Ripoll was also unhappy with Mr Turnbull's comments.

"It might have no real effect for those who don't have a mortgage, but the reality
is for ordinary Australians that do have a mortgage and a high one at that, then this
is really going to hurt them," he said.

Liberal colleagues barely defended Mr Turnbull today, with West Australian Don Randall
saying he thought the comments had been misinterpreted.

"I actually talked to him about that because I don't agree with those sentiments,"

Mr Randall said.

"I think people in my electorate, for example, are pretty highly geared and any interest
rate rise hurts their budgets or hurts them and I have a lot of empathy and feeling for
them because I'm pretty highly geared myself.

"I don't think Malcolm, after discussing it with him, meant it as it came out."

NSW country Liberal MP Alby Schultz said Mr Turnbull should have chosen his words more carefully.

"I think probably a choice of better words might have been more appropriate," he said.

"But I understand what he was getting to, he was saying petrol prices were hurting
people more than a quarter of a per cent of a interest rate rise."

Labor is expected to use Mr Turnbull's comments in a broad attack on the government's
economic credentials in question time today.

Fed: Parliament to vote on RU486 bill

Federal MPs vote today on whether to remove the health minister's control over the
abortion drug RU486.

The vote follows an extended sitting of parliament during which MPs spoke passionately
on the issue.

Health minister TONY ABBOTT launched a scathing attack on the pro-abortion movement
yesterday .. saying abortion is worn as a badge of liberation by some.

But Treasurer PETER COSTELLO is strongly backing a woman's right to choose and says
he'll use his conscience vote to support the bill.





Mr COSTELLO says 18 years ago .. as his wife lay unconscious in hospital .. he was
confronted with the choice of whether to abort their pregnancy.

He chose to continue with the treatment and the pregnancy and she survived .. but is
adamant that the law should have allowed him the choice.

The Senate has already passed the bill.

barometer An instrument for determining atmospheric pressure. There are four general types: mercurial, aneroid, hypsometric, and solid-state (piezoresistive or capacitance). The original mercurial design in which the weight of the column of air is balanced by a column of mercury is still used for synoptic or climatological purposes, the Kew-pattern and Fortin types being widely encountered. Aneroid barometers, including the precision aneroid type, make use of one or more evacuated capsules that deform with changes in pressure.

The hypsometric barometer (or hypsometer) determines pressure by measuring the water vapour temperature (boiling point). It was particularly useful for high-altitude work, where other forms were less accurate. Increasing use is now made of robust solid-state sensors, either the piezoresistive type, in which electrical resistance changes in response to pressure, or the capacitance form, in which flexure of a silicon diaphragm changes the device's capacitance. Versions of the latter exist for the complete pressure range, from surface measurements to use in radiosondes, and this form has many other advantages, not least its accuracy and repeatability

I bet you read 364 days a year about how unreliable and inaccurate the free Web resources are vs. the commercial ones, which are touted to deliver accurate, complete, and timely information for reasonable fees. Let me give you a little sample of reality in this column, which will focus on large-scale errors of commission and omission in well-known (because they're widely advertised) factographic databases. With some effort these mistakes could have been detected and corrected by the database producers. I myself usually do some routine quality checks when odd results make me suspicious and force me to explore deeper--I'll also discuss this. But first let's take a look at the most traditional sources of errors.

Errors Everywhere

Most of the database errors we encounter are born in the print sources, and they're then transferred to the digital world. We're conditioned to see mistakes whenever we open a magazine or newspaper, or browse a database, even if these information sources are among the most reputable.

Many of the errors are such that a junior editor, or even a reasonably informed person, could spot them. In the January 2002 issue of Travel Holiday (p. 46), I read the writer's opinion of a package tour that said "the trip's biggest weakness is timing: Bangkok is a 10-hour flight from New York via Tokyo." It could have been a typo or a senior moment, but then the author explains insightfully, "It's a long way to travel for a week vacation." I'll bet that this author, who writes with the false aura of expertise, has never traveled from New York to Bangkok, which can't be done in less than 20 hours. Even a nonstop flight to Tokyo takes 14 hours from the Big Apple.

Errors show up even in The New York Times, the paper of record. Yes, many of them are misspellings of names, but many are factual errors. While I was working on this piece, the paper said that the Volga River flows into the Black Sea (instead of the Caspian Sea). Commenting on the uproar caused by the introduction of car surveillance cameras to catch speeders, The New York Times wrote that traffic fatalities in Hawaii rose from 23 in 1997 to 60 in 2001. (This would make Hawaii the safest state in terms of its traffic fatality rate; however, the real numbers were 131 in 1997 and 141 in 2001. The numbers the newspaper mentioned were for alcohol-related fatalities-indeed a drastic increase.)

Likewise, I was quite surprised to read about a so-called insurgence in Nepal in the February 20, 2002 issue of The New York Times: "King Birendra first ordered the army into action against the rebels last November. A government official later said the king was not taking a stand in a heated debate underway over extending the state of emergency declared then to tackle the revolt." Well, King Birendra and his family were massacred last June. He could hardly order the army into action in November, so I'm not surprised that he didn't take a stand in the ongoing debate. This piece of news was a result from the joint New York Times/Reuters project, two of the biggest names in news. You can imagine what gets printed by lesser-known publishers.

Speaking of name clout, The Guinness World Records database claimed that Lake Baikal, the world's deepest lake, and its surrounding area "covers 88,000 km (234,000 miles)." (See Figure 1.) For accuracy's sake, area coverage is measured in square units. Furthermore, the equator's length is only about 40,000 km, so it's just impossible even if the database creators had measured the length. Then comes the glaring conversion error from kilometers to miles.

What's in a ZIP Code?

Many of these errors are then perpetuated through the online services that syndicate others' content. Third parties who license content can add to the problem when they massage the source data, but do not apply the updated records that include not only more current data but also corrections. This is the case with Claritas, Inc.'s expensive Population Demographics (PD) database that's based on data provided by the U.S. Census Bureau (which itself has a nifty site with much of its data available for free). PD costs $80/hour on DIALOG and a full record sets you back $14.25. Dialog proudly announced last May that the database was updated with 1990 Census data. I wasn't thrilled and am still waiting for a new update, as much of the 2000 Census has been readily available for free. PD is meant to be used for market analysis, territory analysis, and strategic planning for advertising campaigns. Think twice before you do so.

PD has demographic and economic information about the entire U.S. at the ZIP code level. For product targeting, it could, for example, be the perfect tool for gauging the demographic profile of all of a state's ZIP codes. The problem is that there are more than 6,500 records that consist of nothing but zeros. Why? I can only guess that Claritas didn't apply the changes and corrections appropriately or at all to its version of the database. These records full of zeros don't appear in the U.S. Census Bureau's version (see my examples at http://www2.hawaii.edu/~jacso/extra).

This is a large-scale problem. In the case of Hawaii, which has 210 ZIP codes in the PD database, 20 percent of the records are all zeros--yet you are charged $14.25 for each of them!

If the records with zeros aren't absurd enough, you may be interested to learn that there are many records in which the total population in a ZIP code is reported as zero, but the average household income for ghost households is more than two times the national average--such as in Chester, Pennsylvania, with a $112,523 average household income. (See Figure 2.) Of greater concern are those records for territories where there are a few thousand people with $0 household and personal income; that's way below anyone's poverty level, if it's true. And I regret that for Kaneohe, Hawaii, which is a military base town a few miles from where I live, PD reported that the per capita income was $210,617 in 1990 based on a total population of 6 (which was estimated to decrease to 4 by 2000 and to remain at that in 2005). (See Figure 3.) Rather, I believe my eyes and the Census Bureau's statistics, which report the population as a realistic 2,505. Pity the consultant who bases a marketing plan on this database. The thousan ds of nonsense records must be removed from this database by Claritas--a very easy process.

No Info Is Good Info?

It's better to say "I don't know" than to dispense wrong information and charge for it. This may have been the principle behind the decision at InfoUSA in creating the American Business Directory about U.S. companies. It has a half million records in which a listed company was not assigned to any one of 15 major industry areas (agriculture, transportation, healthcare, etc.), as they were perceived by InfoUSA as "non-classifiable establishments." Mind you, these are not mom and pop shops in Timbuktu, but sizable U.S. corporations. The company claims that "17 million phone calls are made each year, and businesses with 100 or more employees are phone-verified at least twice a year" (http://www.referenceusa.com/au/au.asp).

Just a cursory look at some of the half million "non-classifiable establishments" suggests to me that more telephone calls (or better people) would be needed. I don't think that InfoUSA needs highly paid employees to figure out under which industry classification code Young & Rubicam, Inc. or Volkswagen of America should be listed-- without making a single phone call. Omaha Steaks, Intl.'s line of business certainly should ring familiar to the Omaha-based InfoUSA. (See Figure 4.)

Though the CD-ROM version of subsets of this monstrous database is cheap, on DIALOG the hourly rate is $80 and the per-record fee is $1.33. True, there are several records for the same company (for the headquarters and for the branches), but if you limit your search to the broad industry category (IN=) field you're out of luck. But why should you be penalized for American Business Directory's massive sloppiness while you search and search and display records ad nauseam until an informative one is found?

Does She or Doesn't She?

Quite often you realize the large-scale problem that shows up in many records serendipitously. You may recall that in my October 2001 column I wrote about the massive volume of missing data elements in records contained in R.R. Bowker's Ulrich's database, such as the very important circulation information that is unavailable in more than 50 percent of the records. That problem is aggravated by the fact that only some of the circulation data are obviously wrong--others are just questionable or only somewhat wrong. I got to the problem by finding some odd circulation data that just didn't jibe with my knowledge, or that simply contradicted common sense.

I wonder, For example, if Link-Up's circulation really is twice as high (10,000) as Information Today's (5,000). Most of the time, it's impossible for users to determine which data are wrong but a casual browsing of my search results just reinforced my concern about the accuracy of circulation data in Ulrich's. Bowker is good at correcting most of the errors that I report, but it would be in a far better position if it did systematic spot-checks and compared its data with that available from ABC (no, not the American Bowling Congress, to be discussed below, but the Audit Bureau of Circulation) for at least the subset of titles contained in both databases. Often a phone call to the publisher would suffice to change the obviously absurd data.

Take as an example the bowling magazine WB--For the Woman Who Bowls, of which Bowker claims to circulate 4 million copies. (See Figure 5.) This is a whopping number, especially if you consider that only members (female only?) of the American Bowling Congress are entitled to it, not just any woman who bowls. Or maybe Ijust know too little about women?

Distressed by this thought, I made a quick and unscientific survey among my female acquaintances, asking them if they bowl. Some didn't understand the question because of my accent and first thought it was a euphemism for some indecent activity, yet others thought it was a joke. However, one thing was common: None of them bowled, and by now I know that the entire membership of ABC is 2 million, including men who bowl.

Similarly, I think that Ulrich's impressively precise-looking 7,111,081 circulation figure of U.S. Surfing at a subscription rate of $35 is also excessively high. The publisher of a publication that grosses $210 million certainly could be traced down to verify the figure, which is reported by Bowker as unverified. This implies that in all those cases where the status is not unverified it is, well, verified. These occasionally discovered errors led me then to explore the database further and to find many errors.

There are more mysterious oddities that require much deeper probing. I spent many hours figuring out how a new company, Prestige Factor, may have arrived at the conclusion that among all the 1,468 social science periodicals (for which it calculates a "prestige factor" using an undisclosed formula) the Annual Review of Psychology is the least prestigious, sharing this rank with John Wiley & Sons' Mental Retardation and Developmental Research Review. People try to make others believe that something false is true, not only on April Fool's Day. They may not set out to do so, they just neglect to apply an essential quality-control process and pass the costs on to the users. These users may be considered All Year Fools if they pay for and pass on the acquired false information, fulfilling what Mark Twain said so well. You can find many examples for various kinds of large-scale absurdities and methods to discover them in my book Content Evaluation of Textual CD-ROM and Web Databases, recently published by Libraries Unlimited.

Fibre-optic temperature probe for microwave heating

A series of flexible, fibre-optic temperature probes for use in microwave heating applications has been released by Nortech Fibronic Inc of Richardson, Texas, USA.

The devices have 1, 2, 3, 4, 16 or 32 channels with probe lengths ranging from one to hundreds of metres, although 2, 5 or 10 m are the standard. They operate from -200oC to +300oC at a sample rate of 0.25 s/channel. Their accuracy is quoted as 1oC.

Sourcefire's Security Enhancement Update (SEU) 111, published on October 17, 2007, addressed today's vulnerability, which impacts Microsoft Windows and Internet Explorer.

Prior to Microsoft's disclosure earlier today, the Sourcefire VRT had already created, tested and delivered Snort rules designed to detect attacks targeting the Microsoft vulnerability identified in Microsoft Security Bulletin MS07-061. This critical Internet Explorer 7 remote code execution vulnerability exists in the way that the Windows shell handles specifically crafted URIs (uniform resource identifiers) that are passed to it. If the Windows shell did not sufficiently validate these URIs, an attacker could exploit this vulnerability and execute arbitrary code. Microsoft has only identified ways to exploit this vulnerability on systems using Internet Explorer 7. However, the vulnerability exists in a Windows file, Shell32.dll, which is included in all supported editions of Windows XP and Windows Server 2003.

High cost of cement causing problems in construction.

MEXICO CITY, Jun 03, 2004 (Notimex/Corporate Mexico by Internet Securities, Inc. via COMTEX) -- The premixed concrete sector reported that prices of this product in Mexico are the highest in the world. Thus far in 2004, prices have risen 10%, which means that the construction industry is dealing with higher operating costs.

The ever-increasing price of concrete is due to higher prices of supplies, such as energy, as well as the excessive, collective work contracts that businesses in the sector must fulfill.

On June 16-18, World of Concrete Expo 2004 will be held in the Centro Banamex convention center. Some 2,000 national and foreign companies are expected to attend the event.

The cement and concrete sector is one of the most important industries in Mexico, given that it employs around 2 million workers-5.3% of the population.

Venture Funds Miss Out on Minority Start-Ups, Study Shows.

Jul. 16--Clarence Wooten needed $3 million to finance his new company that produced prefabricated Web sites for small businesses on tight budgets -- and he wanted to do it debt-free.

He spent an exhaustive six months in 1999 making cold calls and visits to venture capitalists and angel investors, and even finagled his way to a seat next to an investor on a flight to Silicon Valley.

Wooten succeeded in wooing several angel investors, who got a 10-fold return within months when he sold his Columbia company for $21 million. He got no venture capitalists.

It doesn't usually pan out so well for minority companies.

Finding venture capital funding is difficult for any business, but the pool of money is especially shallow for minorities, who receive just 1 percent to 2 percent of such funding, according to various studies.

But venture capitalists are missing out on hefty profits by ignoring promising minority start-ups, according to a new study being released today by the Missouri-based Ewing Marion Kauffman Foundation and professors from Wayne State University and the University of Washington.

Despite misperceptions that minority companies are risky investments, the study found that many of these businesses are profitable and yield solid returns.

"This study does a great job of setting aside one important consideration for venture capitalists, and that is what is the return on my investment," said Rhonda Hollman, vice president of the Kauffman Foundation. "These investments really did yield respectable returns and that is the most critical message we want to send."

The study surveyed 24 funds that invest in minority companies and zeroed in on the 11 funds old enough to have made investments between 1989 and 1995. More than half of their 117 deals were profitable, it found. Through 2000, the funds reaped $124.1 in gains on investments totaling $65.8 million, the study said.

Currently venture funds that invest in minority companies have $2 billion under management, the study said.

The funds had an average rate of return of 23.2 percent. In comparison, the average rate of return for all venture funds, including those that invest in early-stage start-ups and mature companies, was 26.3 percent over a 10-year period ended in 2002, according to the National Venture Capital Association and Thomson Venture Economics.

The findings came as no surprise to many entrepreneurs such as Wooton, who said the biggest problem for minority companies is getting the attention of the close-knit network of those who make the funding decisions.

"Typically, the people controlling the money don't look like us, so they have to have a certain trust before they'll make an investment," said Wooten, who now operates Wooten Ventures, which invests in small and minority companies.

Minorities face similar roadblocks when applying for traditional bank loans, but Wooten and others say venture capital investment is more desirable because it allows companies to grow and prosper without being saddled by debt.

"There's a stereotype that is rather pronounced in the world of investment that investing in minority companies is a social investment and yields in low returns," said Morris Reid, a founding partner and managing director of the Westin Rinehart Group, a Washington-based consulting group.

Venture capitalists may also think that minority firms are too small to invest in, the study's authors said.

The average venture capital investment is several million dollars, compared to the half million the study found was invested in minority firms.

"The amount of time and energy it would take to do a $5 million investment is not significantly different in the time and energy you do in a $500,000 deal," said Hollman. "And your return on the $5 million would be much larger."

The study also found that the minority funds avoided the hefty losses resulting from the skid in technology and Internet stocks because they invested in a range of businesses such as restaurants, manufacturing, broadcasting and communications.

"Certainly the time was very good in that the whole bubble in technology is not something the minority firms were following to the same degree as the mainstream venture capital community," said study co-author Timothy Bates, a Wayne State University professor of labor and urban affairs.

Bates and William Bradford, a University of Washington professor of finance and business and economic development, also found that larger investments yielded larger returns. Returns also were better when fund managers played active roles in the companies in which they invested, such as serving on the board of directors.

Fund managers that focus on minority companies hope the study will encourage more companies to invest in their funds. The study found that public pension funds made up the largest source of these venture capital funds. Commercial banks and insurance companies and intermediaries were the next largest sources.

Stanley Tucker, president of Meridian Management Group Inc., a venture capital fund targeting ethnic minorities, said the study's findings match what has been evident to him for years. "Hopefully this will help us raise money for our industry," Tucker said. "It all boils down to talent, deals, and capital. There is definitely not a lack of talent and there are plenty of deals. We know there is a great market out there, we just need more money."

The study also found that the capital venture investing in minority companies is a widely changing field that will continue to grow, particularly as the minority population and minority businesses increase and the misperception of these businesses being underperformers dwindles.

"Hopefully, this will convince companies who provide capital that they should give minorities a second and third look," said the Kauffman Foundation's Hollman.
