Let's concede, for the sake of argument, that the United States is responsible for the genocide in Kosovo. Let's absolve Slobodan Milosevic of ethnic cleansing on the grounds he would never have engaged in it it unless we had started our air war. Let's even admit President Clinton, distracted by scandals, made a terrible mistake in Kosovo. Let's finally admit that a bomb dropped on a refugee column was a worse war crime than driving 2 million people out of their homeland.

Let's say, then, the United States is morally responsible for what has happened to these poor people. Somehow or the other we must make reparation for our sins as …
